ThitsaWorks Supports Successful Pilot Completion of Liberia’s Inclusive Instant Payments System (IIPS)

ThitsaWorks is proud to announce the successful completion of the Person-to-Person (P2P) and Government-to-Person (G2P) pilot phase of Liberia’s Inclusive Instant Payments System (IIPS), following its official launch led by the Central Bank of Liberia (CBL). Delivered in close collaboration with the Mojaloop Foundation and the AfricaNenda Foundation, the pilot represents a major milestone in Liberia’s journey toward a modern, interoperable, and inclusive digital payments ecosystem.

As System Integrator, ThitsaWorks supported the deployment of the IIPS platform and worked closely with national stakeholders to bring both the technical system and the surrounding business and operational processes into live operation. The pilot successfully demonstrated real-time interoperability between Liberia’s two mobile money operators Lonestar Cell MTN and Orange Money Liberia enabling secure, instant transfers across networks in a production environment.

The pilot phase achieved significant delivery milestones, with the first Government-to-Person (G2P) use case deployed in 73 business days, followed by full Person-to-Person (P2P) interoperability within 111 days. These timelines demonstrate the effectiveness of leveraging Mojaloop’s open-source infrastructure alongside strong institutional leadership and coordinated implementation across public and private partners.
Beyond system deployment, ThitsaWorks supported key operational readiness activities, including integration testing, transaction flows, scheme and process alignment, and end-to-end validation to ensure the platform functions reliably in real-world conditions. This approach ensured that IIPS was not only technically sound, but also ready for sustainable operation within Liberia’s payments ecosystem.

The launch of IIPS represents a foundational step toward reducing reliance on cash, improving payment efficiency, and expanding access to digital financial services—particularly for underserved and rural communities. Over time, the platform is expected to support broader interoperability across banks, fintechs, and government agencies, forming the basis of Liberia’s national payments infrastructure.
